Updates to the Essential Requirements, PAT Records, and Affiliate Performance Report (APR)


Essential Requirements:

Starting July 1, 2025, Essential Requirement #13 will limit full-time first-year parent educators to 40 visits per month and those in their second year and beyond to 50 visits per month. Part-time educators will have proportionate limits. This change aligns with current practices and feedback from state leaders and affiliates.

To minimize disruption, updates to the Parents as Teachers model will now occur on a 5-year cycle, e.g. 2025, 2030, 2035, etc.

Parents as Teachers Records:

Four records will be updated to reduce data burden for parent educators:

  • Child Health Record (now half the length)
  • Parent/Guardian Information Record
  • Prenatal/Postpartum Record
  • Resource Connection Record

The updated records have been posted in the Model Implementation Workspace in OLIVER and have been furnished to data systems that have licensing agreements with Parents as Teachers National Center. Affiliates will be expected to collect the data and information associated with the fields in these updated records beginning July 1, 2025.

Affiliate Performance Report (APR) Now Available!

The 2025-2026 APR questions and instructions are now available in the APR Portal. The new version will go into effect beginning July 1, 2025, and will be submitted by affiliates in the summer of 2026. For questions, contact your implementation support provider or state office.
